Cat's ! You could say he's a leftover from the 70's `flower power` and `hippy` days.
No ! He was an isolated `nutcase` ! The rest of Athens is spotless! You'd have to wander the back streets to find him !
Can't understand how the authorities overlooked him. Nor immigration !

I think I may have met Tom; at least he looks like a re-incarnation of many of the sort of people I hung out with in the early 70's. Will flash him a peace sign when I am in the Plaka in about 10 days time.
